sysutils/py-ploy: Update to 1.2.1

- Update PORTVERSION and distinfo checksum (1.2.1)
- Add setuptools explicitly (instead of implicitly via python.mk)
  to RUN_DEPENDS, as ploy uses the pkg_resources module
- Add argparse to RUN_DEPENDS
- Add NO_ARCH
