Makefile cleanup.  Plus:

xview-clients/Makefile: replace NO_EXTRACT with an empty do-extract:
    target, otherwise DEPENDS won't work

xview-lib/Makefile: add comment explaining above, use full pathname
    for ldconfig

xview-config/Makefile: use MASTER_SITE_XCONTRIB
