Update llvm-devel and compiler-rt-devel to a new snapshot.

Add a script to update the snapshot SHAs.

Disable clang-tools-extras when building with gcc on FreeBSD due to the
incomplete C++11 support.

Fix a plist bug when lldb wasn't installed.
