Update webcamd to 4.2.0.8.

- Add webcamd.conf to SUB_FILES instead of doing it manualy
- Exclude the CUSE option if it present in base
- Make use of Option handlers for MAKE_ARGS variables
- Remove bogus text before the do-configure step
