Update to 0.9.5 and unbreak.

- Switch MASTER_SITES to the project's SourceForge page. It only contains 0.9.5
  though.
- Set LICENSE_FILE.
- Switch to new style OPTIONS helpers.
- Stop setting CFLAGS/CPPFLAGS, everything builds fine without those.
