vietname/urvwn: Remove unnecessary <pre>/<post> inclusions

By using ${.CURDIR} to include a makefile fragment, we can remove the
bsd.port.pre.mk and bsd.port.post.mk, and correct the OPTIONS definitions
at the same time.
