archivers/star: revive port

- update MASTER_SITES
- modernize (staging, USES, manual pages, @sample)
- add license information (CDDL + GPLv2)
- regenerate patches (no content changes)
- pass maintainer to submitter

While here:
- add USE_GCC=any to allow build on FreeBSD 10+
