devel/py-circuits: Update to 3.1.0, Modernize

- Update PORTVERSION and distinfo checksum (3.1.0)
- Add LICENCE_FILE
- Sort USE_PYTHON values
- Update test target
- Remove __pycache__ dirs from sdist causing test failures [1]
