textproc/py-chardet: Enable concurrent, Modernize

- Enable "concurrent" Python installation
- Switch to GITHUB for DISTFILES (includes tests)
- Add test target
- Patch setup.py and test.py to support setuptools 'test' command
- Enable NO_ARCH (architecture independent)
