Update to 1.7.99.6
Changes:
- Fix a regression on systems wihtout utimensat(2)
- Revert a behaviour change with rootdir and repositories that
  appeared to be more painful for users than helpful
- Fix pkg clean removing /var/cache/pkg if it is a symlink
- capsicumize pkg clean
- make pkg clean remove empty directories
