Add a MANPAGES knob to devel/valgrind{-devel}

devel/valgrind-devel/pkg-plist
	Add a MANPAGES option. valgrind's man pages are built with
	docbook-xml, which has lots of dependencies. Disabling MANPAGES will
	speed the build.
