cad/kicad-devel: Fix faulty IGNORE message which falsely traps DF

- OSVERSION needs to be coupled with OPSYS
  - BROKEN_FreeSBD_9 might have been a more appropriate method
- Marking ignore for GCC is faulty logic, it builds fine on GCC that is
  provided with a good math lib

This restores building on DragonFly.
