graphics/py-cairo: clean up

- PYTHON_CMD already contains LOCALBASE
- PYTHON is already passed to CONFIGURE_ENV
- PREFIX and *FLAGS are redundant
- Respect PREFIX != LOCALBASE while stripping [1]
