net-mgmt/nsca-ng(-client): Configure any SSL base, IGNORE LibreSSL

These ports currently utilize PSK which is not supported by LibreSSL, so
detect that SSL_DEFAULT and set IGNORE accordingly.  The obsolete
USE_OPENSSL_PORT logic was also removed.
