lang/ypsilon: Update sources and fix builds

- Remove MASTER_SITES and add USE_GITHUB to fetch sources from new location
- Add USE_GCC= to fix builds failing with CLANG
- Add LICENSE and LICENSE_FILE
- Update pkg-descr
