devel/yaml-cpp03 : switch from GOOGLE_CODE to USE_GITHUB

In r422140 devel/yaml-cpp03 was marked BROKEN, as GOOGLE_CODE has gone swimming
with the fishes.

The project has moved to github (see devel/yaml-cpp which already uses github).
