Fix COMMENT
Drop unused PROJECTHOST variable
Convert to USES=localbase

Mark DEPRECATED; EXPIRATION_DATE to follow once the dependency from
consumer ports is removed. There isn't much point keeping this
around if the backend servers are no longer functioning. They were
in a zombie state for years as it was.
