devel/arduino-tools: Update metaport to install 1.8.2 IDE/1.6.18 core and:
* Formerly missing OpenOCD
* ArduinoOTA for ESP8266 boards
* devel/arduino-avrdude to replace devel/avrdude
* switch to using devel/gcc-arm-embedded instead
  of arm-none-eabi-{gcc, newlib}
