Use ${PREFIX} instead of ${LOCALBASE} to specify the dependencies.
It just doesn't make sense to use ${LOCALBASE}, as
if ${PREFIX} is altered to other than ${LOCALBASE}, ptex-common (the dependency) is likely to be installed
in the same alternate location.
