Update distinfo and unbreak this port

- While I'm here, add USES=php

Content of tarballs are unchanged (checked against [1]).

=> PHP_CompatInfo-1.9.0.tgz doesn't seem to exist in /usr/ports/distfiles/PEAR.
=> Attempting to fetch http://pear.php.net/get/PHP_CompatInfo-1.9.0.tgz
