Upgrade devel/libphutil, devel/arcanist and devel/phabricator to 20170630

Also fix phd startup script, so that options like phd_fib actually catch on.
Run phabricator daemons as user www by default.
Shebangfix all scripts (but not those in bin, as they would turn symlinks
into files - hence portrevision 1).
