- Add LICENSE_FILE
- Convert to options helpers
- Add missing dependencies found by stage-qa
- Remove USE_GCC it's only needed for ATLAS option and is
  handled by USES=fortran now
- Fix build with ATLAS=on by providing correct lapack libs
