www/gitlab: Fix wrong RUN_DEPENDS

Switch from security/rubygem-hashie-forbidden_attributes to
devel/rubygem-hashie-forbidden_attributes.

Pointy hat to myself. I did not notice the overlapping effort
of sunpoet creating the same port and mat removing the
duplicate.
