editors/joe: Update to 4.5

- Add missing LICENSE_FILE
- Switch to options helpers
- USES=localbase
- Delete configure patch and set aspell directly via CONFIGURE_ENV
- Drop obsolete patch-tty.c.  setpgrp() always takes two arguments on
  supported FreeBSD releases and SETPGRP_VOID should always be undefined.
