www/qutebrowser: fix dependencies

 - Add missing py-sip dependency [1]
 - Explicitly add dependencies listed in requirements.txt, even they're
   pulled by other dependencies; sort them in the same way to make
   tracking easier
 - Set NO_ARCH
 - Bump PORTREVISION
