Update {BUILD,RUN}_DEPENDS: remove deprecated p5-Test-Block

- While I'm here:
  - Move test-only dependencies to TEST_DEPENDS
  - Clean up TEST_DEPENDS:
    - p5-Test-Spelling is unused
    - p5-Test-Dependencies, p5-Test-Distribution, p5-Test-Pod and p5-Test-Strict are used for author test
  - Sort TEST_DEPENDS
- Bump PORTREVISION for dependency change
