Fix LICENSE_FILE

- Simplify concurrent installation:
  - Use USE_PYTHON=concurrent
  - Remove DOCSDIR
- Convert to test framework
- Install only selected documentation to DOCSDIR
- Do not silence installation message
- Bump PORTREVISION for package change
- Take maintainership
