databases/cego: update 2.39.13 -> 2.39.14

- Fix in CegoXPorter::writeRow and CegoXPorter::readRow for binary
  export and import of tables containing lob null values. lob null
  values must be identified by colLen unsigned long long = 0 instead
  of integer = 0
