Revert part of r471054: IGNORE not ready

The IGNORE code was not ready to land. It has to be:

+ Reviewed
+ Backed-up with a bump to FreeBSD_version in:
  + base/head/sys/sys/param.sh
  + base/stable/11/sys/sys/param.sh
