devel/bazel: Update 0.15.0 -> 0.16.0

Port changes:
* the final RC (which is code-wise identical with the release tar ball) for 0.16.0 is rc4
* the extra patch files/extra-i386_src_BUILD which is used for i386 only to at least build bazel is adapted
