Update to Wine 3.19.  This includes the following changes:
 - Support for file I/O completion modes.
 - WaitOnAddress synchronization primitives.
 - Better support for 32-bit .NET binaries on 64-bit.
 - Improved recovery on broken RPC connection.
 - Various bug fixes.

And two files are no longer contingent on the Staging patchset,
functionality is now in Wine proper.
