Update to 1.3.4

Changelog:
 - The TracGuide is readonly by default.
 - The trac-svn-hook script can be configured using SVN's hook script
   environment configuration.
 - Environment log level defaults to INFO and log type defaults to file
   so that installation issue are captured in the log when running
   trac-admin initenv.
