math/maxima: fix if quicklisp is being referenced in .sbclrc

- adding a new option NOUSERINIT, enabled by default
  when enabled, if the chosen lisp implementation is sbcl (the default),
  it ensures that sbcl is run ignoring any user init file (~/.sbclrc)
