Get this port up to snuff.

(1) Don't use += for CATEGORIES.

(2) Add MAN8 to compress nntpcache.8.

(3) Remove port name from front of pkg/COMMENT.

(4) List config files in pkg/PLIST.

(5) Name of manpage is nntpcache.8, not nntpcached.8.
