devel/lfcbase: upgrade 1.13.0 -> 1.13.1

- Stability patch in Datetime::asChain methods.
  The result of localtime is checked for null pointer ( may occur
  in case of very large long values, for which the instance has been
  created ) and in this case, an exception is thrown.
