lang/erlang-wx: switch wxWidgets to 3.1

Updating graphics/wings (erlang-wx' only consumer) requires at least
wxWidgets 3.0 in erlang-wx. Go the full way and depend on the most
recent wxWidgets we currently have (3.1)
