Changelog:

* Fix Windows memory breakage when restoring long paths.
* Add long directories to tests.
* Simplify windows mempool code.
* Ability to choose to attempt to strip VSS on Windows restore or not, as
  well as disabling the Windows restore api, with '-x' and '-X' and options.
