While I'm here, level up ports/python compliance:

  - Add python to CATEGORIES
  - Add LICENSE/LICENSE_FILE
  - Add NO_ARCH
  - Add missing RUN_DEPENDS
  - Correct RUN_DEPENDS version-specs
