devel/py-pymaven-patch: Update to 0.2.9

* Switch from GitHub to PyPI as upstream now offers Python sdists

* Python 3 is now supported so remove the version contraints

* Use pytest for running the tests as it's already required as a dependency
  to process them thus make real use of that tool

* Pet portlint (whitespace issue in pkg-descr)
