Upgrade to 0.60.8 (pre-release snapshot).

Note: it includes a fix for a potently unbounded buffer over-read in GNU Aspell
0.60.*, but unfortunately, the fix will break applications that use null-
terminated UCS-2 or UCS-4 strings with the C API.
