Update to 2019.10

- Pet portlint, portclippy & portfmt.

Changelog:
- deprecate some old functionality
- cleaner separation of time/date handling functions
- clearer separation of random number generation
- bug fixes to floating point encode/decode
- better stack over/underflow error reporting
- fixed a bug related to using a custom image when other command line flags
  were passed
- improved the assembler
- supports both 64-bit and 32-bit cell sizes
