sysutils/apcupsd: Port improvements

  - Remove DOCS option, not used.
  - Remove files/apcupsd.conf.net-slave.sample, not used.
  - Improve GAPCMON option. (qa warning)

This doesn't change the way apcupsd works.
Changes obtained in sysutils/appctrl.
