- Update to 2.2.45 (pre-release) to pull in the requried fix
  https://github.com/Azure/WALinuxAgent/pull/1638/
- Update WWW to where the code exists
- Switch to use Python 3 to match the ports' default to avoid some subprocess
  invoking issues
