- update to 2.0.3
- use a pre-generated xxdiff.html from ${MASTER_SITE_LOCAL} instead of
  generating it.  to generate it using --help-html, xxdiff needs to
  connect to an X server because it uses a QDoc object to generate the HTML
- add USE_BISON
