Keep imake-4 and -libraries consistent with its HasXdmAuth status.
This fix only affects if you have
- set USA_RESIDENT=YES and
- not set XasXdmAuth to NO and
- not had Wraphelp.c.
You don't need to recompile -libraries to recover this inconsistency.
