Update to 1.13.99.1

Changes from 1.13.99.0 to 1.13.99.1
- Do not create a .pkgnew file in case installing a configure file over
  a non existing file
- Update linenoise to latest version
- Update picosat to latest version
- Implement HTTP keep-alive (imported from xbps)
- fix a regression concerning valid url: ssh://user@host:/ was not valid
