Update bsdec2-image-upload to 1.3.0.

This new version:
1. Uses ImportSnapshot for uploading VHD images (necessary for .cn regions,
where the ImportVolume API is not available).
2. Adds Architecture field to (optional) SNS notifications.
3. (Optionally) records AMI IDs in the SSM Parameter Store.
