math/openblas: Unbreak some users because some functions were broken with OPENMP=OFF

Change the default to OPENMP=ON

For example, erkale (science/erkale) was breaking:
OpenBLAS Warning : Detect OpenMP Loop and this application may hang. Please rebuild the library with USE_OPENMP=1 option.
