devel/kf5-kitemmodels add missing dependency

The itemmodels also have a QML component, which is used by
lots of QML / Kirigami apps. This wasn't being built because
of a missing declarative (QML) dependency. It also shows up
when building kf5-kitemmodels in a dirty environment, where
declarative was being found.
