Move comms/py-serial to comms/py-pyserial

- While I'm here, add NO_ARCH
- Bump PORTREVISION of dependent ports for dependency change
  (devel/py-pyvisa-py and finance/odoo will be bumped in next commit, py-pyusb renaming)
